   Be Famous that’s the only option or you know start your own youtube show where you interview celebs and interview her after a premiere or something

   Go to the rooftop of a very tall building.

   Dont leave(have all the supplies you need for at least a month.)

   When cops come(LOL! xD) Tell them you will not leave until you see miley.

   When she comes, BOOM! XD

   Sometimes after a concert they have some time
   available where you can get an autograph and
   meet the singer…But, there will be thousands of other
   fans also being there as well.
   You may meet her there….

   If you are lucky you might run into her at a shopping mall
   or at a restaurant.

   - Meet her on the street
   - Get a cameo role in one of her movies
   - Get to know someone who knows her
   - Get friendly with another celebrity who know her
   - Send her an email (highly doubt that’ll work)
   - Ring her (highly doubt that will too)
